Thomas Parr (1805-1807) is a British entrepreneur in Benguet into forty-nine are known to be very vicious and cruel. He was appointed by the British government to replace the Deputy Governor Walter Ewer (1800-1805). During his reign, Thomas Parr implement a system of forced cultivation to open a coffee plantation in Bengkulu. Can no longer count how many victims of lives lost during the cultivation period.

According to one source, Thomas Parr graveyard is in a closed area at Fort Marlborough, with consideration, to avoid feelings of local residents, and also feared to be dug up and desecrated (cursed) by local residents. Likewise, the tomb of Charles Murray, the secretary who had tried to save Mr. Parr, and died on January 7, 1808.

For the British colonial government, somehow Thomas Parr was still regarded as a hero for service and devotion. Therefore, the British government then set up a monument to his memory. The monument was built on land located not far from the center of the capital of Bengkulu (about 150 feet) from Fort Marlborough.
